If you need proof that you're wrong, just read the 9th & 10th Amendments. Founding fathers designed a government with LIMITED powers. The ONLY powers held by the federal government were those specifically delegated to the federal government by the Constitution. ALL other powers, except those prohibited by the Constitution, were reserved to the states and to the people.
They didn't want nor did they need a government to govern them. Government's role was to only take care of matters beyond that which could realistically be accomplished by the individual or any state on their own.

No, the Legislative branch was where the people (house) and the states (senate) each had a voice in the federal government. It was necessary to enact legislation that would fulfill the obligations of the federal government under the Constitution. Read Article 1 Section 8 for the powers delegated to the Congress.

Had they wanted no laws they would have said that.

I actually like ELDs but the truth is that this was rushed into the industry before it was ready for widespread use. Automation in several forms is the way of the future, I don't agree with every application of this but it is going to be. In a few years the truck stops will be filled with a bunch of kids with nothing to do but ride in a truck while a few of us old dogs are telling stories about driving the truck and paper logs and some crazy thing they've never heard of called an atlas, like a GPS on paper kind of. We're on our way to being a dying breed, Maybe we're closer to that than I think.
