Interesting thread, but I think the OP should do some research and know what the trucking culture, (the brotherhood), was before they start defining what was an outlaw, because a criminal and an outlaw can be two entirely different things.
Otherwise, it's just sensationalism and nowhere near what is truthful, unless your writing a fictional novel.
They need to understand that nearly every owner operator could have been defined as an outlaw under the law, dodging scales, popping pills, tapping lines, back roading, running overweight, two or three log books and you didn't have to drive 80 mph all the time to be one.
This person needs to listen to the music of the culture from that time, Red Sovine, Red Simpson, Dave Dudley, Cledus Maggard and a slew of others that sang of life on the road and the code of the road, never pass a broke down trucker, one life for ten, and all that other trucker code stuff.
They need to know that many truckers had no choice but to run overweight if they crossed the USA because of the Iron Curtain, a group of states who's max weight was still 73,280 lbs when the rest of the USA was already 80,000 lbs and you had to cross one of them going east or west, and if you got caught overweight they would wind the max back to 65,000 lbs which cancelled the winter snow allowance that ran all year and charge you for everything over that.
I've done everything mentioned here that is considered outlaw-ish, but I just considered myself one of the boys, doing what we had to, which is get the job done.
I once ran six 5600 mile round trips in six weeks, mostly on two lane highways, London ON to Vancouver BC with 3 drops along the way going west, I was pooped.
No super slab super stars in my group, more like low flying, hard working stealth fighters running under the radar, the less anyone knew the better.
Some of the things we did can't be told, but be assured we had a real good time doing it and nobody ever suffered for our antics.
To the OP, park your reality TV world and get out in the real and physical world, it's far more fascinating and sensational than most millennials can comprehend.
Because it's real, you can see, smell and touch it, you don't have to imagine it.
I suggest the OP also research deregulation of the industry under Reagan, the fruitless witch hunt for drugs and the downslide of the trucker culture since that time.

The OP was looking for info in 2012 and could probably care less about the issue now.
