Pretty sure FMCSA recently released guidance about this topic. IIRC you don’t have to consent to the inspection. Pretty sure I printed it and put it in my log book.

Penn the only place I've ever been hassled by DOT in a rest area ...was about 15 years ago and it got heated .
Since then I only park on private property .
I did get behind a hirshbach driver at the loves in Knoxville ILL that has it figured out !
I bought fuel, def and reefer and cleaned mirrors and glass and when done he was still sitting there , backed out of the island and parked , showered and ate as he came sauntering out the same time I did ...gave him the thumbs up and said dont hurry it's all about you ...looked at me like huh ?

The 15 minutes wasn't in the book but the regs did say that they had to give you a reasonable amount of time to get your book caught up to show that you were legal to be where you were at that time. The DOT were supposed do that before they could put you OOS. But the book didn't say that could not give you a ticket and many did.Hammer166, snowman_w900, Rideandrepair and 2 others Thank this.

And if the logs had one error or not signed for the previous day etc you had to be given one chance to fix it.

He does not need it, it happened before in Maryland.
There was a time back about 1990 when Maryland ordered the Law Enforcment statewide to run truckers out of roadside shoulder parking. There used to be a herd of 20 or so sitting on a very wide pavement at I-695/I-795 every night happy as a bug under the rug. The 5 or so troopers would go through all of them and tell em Raus. Git. Vamanos. Etc every hour on the hour for months until that got stopped. -
