I see them too. Why do they do it ? I think one big reason why is that they think they've shut down the right lane by parking on the shoulder. It's reserved for them now , with a virtual velvet rope.
Hmm... I wonder where they got that stupid idea....

I'm having a real problem with Louisiana State Police who have decided the best way to monitor traffic is by sitting on the shoulder with no active flashers; WTH. This isn't a one off trooper either, it seems to be policy throughout the ranks. Traffic in the granny lane is getting into the habit of maintaining their lane. Not too sure about how this will turn out.

I saw it again today. Marten driver threw his trailer at a four wheeler without a turn signal almost hitting him because there was an abandoned car on the shoulder. I was relaxed with the cruise on didn't even hit my brake and carried on in the slow lane while he jammed up the hammer lane.
