The states do not have to compile with this, the fmcsa regs only apply to interstate commerce.
As one who has local drivers, although I keep records, there is no requirement for me to follow fmcsa regs with all those drivers.

I’ve seen multiple companies allow a few days to the driver to clear their system in case they think they may have a positive test. I wouldn’t worry much about this, drivers are in demand and some casual drug use in your time off shouldn’t be a factor, companies will get around this as they’ve always done. If ya do get in a sling just do the SAP, not a big deal. To the fmcsa, congrats on making the trucking industry less attractive to drivers with each passing day. “In the name of safety” lol gimme a break!

You are saying that some companies violate the 'random' factor by giving advance notice?
Casual drug use IS a factor that WILL come out when they test what remains of you, laying on that slab in the morgue along side of your victims.
How many co-workers will loose their jobs as the insurance company walks away leaving the owner holding the bag, a very large bag, as the punitive damages pile up...
SAP is not a big deal? Try getting re-hired afterwards, especially after it is locked into a nationwide data base...you think DAC/Hire-rite was bad.....
In 7 months you will need to register yourself with the 'system' in order to get another driving job but then maybe you won't be driving... -
They really got through to you I see. No I won’t be driving thank god. Starting a new career. Drivers are getting hired everyday after completing SAP, it’s time to break this nonsense myth. Trucks drivers are not astronauts, no need to read that fmcsa garbage and take it to heart like you are. FMCSA and these glorified meter maids at the scales are ruining trucking in the name of safety.Badmon Thanks this.

I've been involved with (4) drivers who were involved in fatalities; gives one a different viewpoint...
Sounds like you made a good career choice too.
