Based upon where I live in MN, the average citation cost for a 4-wheeler is $125 while the average commercial vehicle citation is $350 with local communities struggling to make up for shrinking tax revenues many local and county law enforcement agencies are investing in commercial vehicle inspection training and equipment for their officers. I expect the decision makers to divert their public safety resources where it's easy for them to make a buck.
Even if a citation is questionable, how likely is it that an OTR trucker will have the ability to re-appear in that jurisdiction to make a court appearance? With high monetary gains and a lower than average challenges in the courts we are east targets.
The best way I see to beat them at their own game is to run clean. It takes a considerable amount of time and energy to poor over a commercial vehicle, if they come up empty, any gain is gone. Since I believe public safety always looks for the easy way out (or is basically lazy) in time they should move on to greener pastures.
Let's be ready, because the alternative makes it tougher on all of us and paints a bulls eye (or dollar sign) on every rig on the road. -
The amazing thing is what these commercial drivers were charged with.

Its all about the money. Once they give you the ticket they let you go down the road in the same vehicle that they ticketed. Highway Robbery!

not ALWAYS i saw a sign in the coop just the other day (may have been in your neck of the woods) that said something about videotaping in progress, OOS violators will be prosecuted
