Thats your low boost, the wastegate on a MBN opens at a much lower pressure than a 6NZ but the solenoid valve prevents boost signal to the wastegate until the desired boost level is reached, therefore you still get boost. With the wastegate connected straight to the intake manifold you are opening the wastegate was soon as the boost overcomes the spring pressure in the wastegate actuator. The simple way to fix it is to space wastegate actuator back to increase the spring pressure in the actuator, this increases the boost pressure required to overcome the spring and open the gate. If you have a pressure regualtor, hook it to the wastegate line and space the wastegate actuator back until it just starts to open at about 18-19psi. If you go to far you can overspeed the turbo, having said that I know of a couple of C15s that had the wastegate hose blocked since new and have never had turbo problems but thats more good luck than good management.

PM about cam swap sent to you Haystack; sorry, not much help though.
Boost problem turned out to be impeller rubbing housing due to bearing failure in turbo. Replaced with the Borg/Warner, normal boost around 28 lbs., max of about 30lbs. Would like to see a tad more, but after the past nightmares, scared to make any adjustments! Besides, very satisfied with power, EGTs, and fuel MPG, so will probably leave well enough alone. -
In regards to you fuel pressure, the pump on the front of the engine can go bad and NOT show up on a computer check...the cam question, I suggest you call Pittsburgh Power. Bruce and his guys build a LOT of horsepower in a lot of different engines and are very good at answering questions. 724.360.4080
