This IMO should never happen. I'll be ###### if I'm going to move a load unsecured. Besides it's already on my trailer. What are they going to do? Take it off while I'm securing it? I mean, be driver friendly about it. By that I mean don't sit there for a hour securing and tarping, and holding up other drivers from loading. However they can wait ten fricken minutes until a get a couple of securements on my load so it doesn't move. The difference between a load "shifting" and falling off is very little. Speaking of (anyone that's hauled particle board can attest to this) NEVER pull all of your straps off that load until you are stopped EXACTLY where you will unload. That stuff is as slick as snot on marble and I have personally watched a driver in Waverly, OH pull forward five feet in line after pulling his straps and the whole front stack on one side slide right off. I will pull my gut straps off but that's it.
