'99 volvo fan clutch not engaging and a/c clutch staying engaged (even when on heat)

Looking for help on '99 volvo a/c. The fan is not coming on and the a/c clutch is staying engaged, even when I have it on heat (not defrost).

I have unhooked the switches (high pressure and low) and jumped the harnesses and no change. Also when I shoot power to the fan hub solenoid with Power Probe, the fan engages.

 

Hey wtokhi, I checked the solenoid with my Power Probe and it works fine. I'm curious if the APAds module is bad. My a/c clutch engages as soon as I turn the key on (even with the a/c switch in the off position, and the fan doesn't come on once my pressure reaches 300psi. Put in new high pressure and low pressure switches, no change. my wiring from everything to the module plug checks out fine. Not sure how to check the module itself to see if its good or not!

 

yeah, all the wiring from the harness plug out checks out fine, not sure how or even if there is a way to check the APAds module?!
