Ontario is the only place you'll get bothered about it. Since elogs came in, they've had to get more creative with ticket writing.

Edit: Only realized now you are talking specifically about the dunnage on the legs. No, it's an Ontario-only thing. If it's not in a rack with a strap or on the deck, it's a fat ticket. Regional regulation in the NSC-10.

Pretty sure it's outlined in the main cargo securement section, everything needs to be labeled with a WLL rating. MTO just interprets it because most bungees don't have them.

I heard the Ontario company Kelsey Trail Trucking got hassled a lot for it, so they went out and bought bungees with WLL's stamped on them as a big middle finger to the MTO.

I have a ratchet attached to the frame and a 2" strap that can secure my boards to the legs, is that enough or do they specifically need to on the deck or in a rack? I'm crossing in Windsor and delivering in Brampton btw.

Off the legs entirely. I used to work for New Hope Transport in Winnipeg, and they retro-fitted their entire fleet of decks with dunnage racks because of their silly rule in Ontario.

I have tarp that I made out of an old torn up one I found at a steel mill. I cut it down and added eyelets for bunjees just for covering up a mountain bike I had for throwing it up on the deck. I have since found a bike by the company Montague. These are pro, high quality folding mountain bikes that one can get a cove/bag for and I keep it in the sleeper safe and sound. Expensive, but so worth it on the road.
