I bought a '99 W900 that was N14 but swapped to 6NZ. It runs great but is governed at 72MPH. I took it to a local shop and they said they needed a password for the ECM. The seller doesn't have it. Does it sound right that a password is needed?

Off to the CAT house for you! If its a password set by a previous owner/fleet they should be able to erase it. If it needs factory passwords to alter that parameter, they can generate them.

Yes, they can be password protected. Plenty of folks that can get around that without trip to dealer.
