If you don’t have to go into the LA area avoid it at all cost. If you do have to go in try to drive in between midnight and 4 am, there will only be hundreds of vehicles on the road as opposed to millions.

I know I live there. But going through downtown can be a nightmare at any time.

All I can say is if your hitting a California from the south, driving at night is best. 8pm to about 4-5am roads are open.
