ELD does track distance. There are at least three ways I can prove it. One is in your ELD device under “Day Log” tab. Select “Inspector.” If “Driver” is selected, you won’t be able to see it. There will be a column for “Accumulated Miles/Odometer.” This same info will also appear on the ELD driver log PDF files. Then there is also another document called “Vehicle Position History Report” on Omnitracs that will show GPS coordinates that can be plugged into Google maps along with exact times (to the second). There is also other data in that document such as speed and direction of travel. Now this data is probably not available to DOT officers during an inspection.

The regs actually state the GPS coordinates have to be accurate to two decimal degrees.
At the equator that is 0.692 miles.
At 45 degrees north, which is Minneapolis is 0.489 miles
From 395 Appendix A
(c) CMV position measurement must be accurate to ±0.5 mile of absolute position of the CMV when an ELD measures a valid latitude/longitude coordinate value.
(d) Position information must be obtained in or converted to standard signed latitude and longitude values and must be expressed as decimal degrees to hundreds of a degree precision (i.e., a decimal point and two decimal places).

The ELD itself doesn't though. It gets the data from the ECM. It may do calculations yes, but all the data is from the ECM and nothing is from the ELD other than to display what the ECM gives it.

How does the ELD, omnitracs anyways, get the info for when the truck crosses state lines then? Maybe @Dieselboss van help clear things up here.

Thing is, Omnitracs (and most ELD's really) arn't 'just' ELD's. They are fleet management devices. They have not only ELD components, but GPS, IFTA tracking, dispatching, etc.
The ELD component cannot use anything but the ECM to get and save data. That doesn't mean other components of the unit can't use GPS though. I've already posted the FAQ about it. -
You didn’t even look at your ELD device. The miles along with the odometer will appear. That is distance. The GPS coordinates that I mentioned earlier are about as exact as technology can get. These are not estimates of any sort. See image below. Plug in the coordinates into Google maps, and put a comma in between latitude and longitude.

All that is location data. It's not movement data. I even gave a the location where it specifies location data in the regs....

That minimum states the movement data must come from the ECM. Period.
I wish you could read the faq you even quoted. The ELD cannot by regulation use any movement data other than the ECM. Sorry you are unable to read something that plain.
Here is the exact wording of the regulation.
4.3.1.3. Vehicle Miles
(a) An ELD must monitor vehicle miles as accumulated by a CMV over the course of an ignition power on cycle (accumulated vehicle miles) and over the course of CMV's operation (total vehicle miles). Vehicle miles information must use or must be converted to units of whole miles.
(b) If the ELD is required to have a link to the vehicle's engine ECM as specified in section 4.2 of this appendix:
(1) The ELD must monitor the odometer message broadcast on the engine ECM or the vehicle's databus and use it to log total vehicle miles information; and
(2) The ELD must use the odometer message to determine accumulated vehicle miles since engine's last power on instance.
Notice all the musts in there. But you are right, I'm done arguing with someone that refuses to even read what they quote.
