Good question. How does one determine the date of an engine? Head can be replaced with a new one so that wouldn't match. Block, well I don't think they are casting new blocks for older motors, but it could be replaced with a newer block.

Not really. The guidance states "Engine model year" and if the roadside DOT is unsure to refer it. (to whom it's not specified, but I assume the guys that do the compliance audits.)
Now the question is, with all that modification what is the "Engine model year" and do you want to possibly have to go through an audit after every roadside?
Here is the actual guidance.
Q4. If the vehicle registration for a commercial motor vehicle reflect a model year of 2000 or newer, but the engine plate or documentation from the manufacturer indicates that the engine is older than model year 2000, is the vehicle exempt from the ELD rule?
A4. Yes. While an ELD may voluntarily be used in vehicles that are model year 1999 or older, use of an ELD is not required in these vehicles; likewise, vehicles with engines predating model year 2000 are to be treated as exempt, even if the VIN number reported on the registration indicates that the CMV is a later model year. When a vehicle is registered, the model year should follow the criteria established by the National Highway Traffic Safety Administration (NHTSA). There may be instances where the model year reflected on the vehicle registration is not the same as the engine model year, most commonly when a vehicle is rebuilt using a “glider kit.” In this circumstance, an inspector/investigator should use the model year on the engine to determine if the driver is exempt from the ELD requirements. If the engine model year is older than 2000, the driver is not subject to the ELD rule. While the driver is not required to possess documentation that confirms the vehicle engine model year, 49 CFR Part 379 Appendix A requires motor carriers to maintain all documentation on motor and engine changes at the principle place of business. the vin of the block doesn't matter. if I use a 2ws block to build a SDP, i still would not be exempt. all that matters is that the emmsions control label says 1999 or older.

Read the above post, you literally do not have to have any proof in the truck or on the motor itself, but the office has to have documentation for the engine and when the swap was done.
That said some states require the emission labels to be on them, if you are stopped by the right folks, Cali comes to mind.Bean Jr. Thanks this. -
I just had my rocker cover replaced. There went my stickers! I doubt that I'll have a problem. 1994 truck with obviously old engine. My carrier has the documentation as required by regulations.AModelCat Thanks this.

They wouldn’t audit you after every inspection. Once a audit is done the information will be on record. I seriously doubt that the dot is going to audit someone over a engine year model question unless they are some other red flags.Black389, Bean Jr. and spsauerland Thank this.

Okay so i should pass this truck? Found another one haven’t spoken to the seller yet but its 2000 379 with 99 6nz 3:36 rears 13 speed has 1.1 million miles didnt read in description it being over hauled. Also a show truck. But if its not over hauled how many miles is the 6nz good for? And how much would it cost to rebuild? Its 475hp can 600+ be achieved easily? I always been a cummins dude dont know much bout cats.

So i am 97% sure ill be closing the deal on a 2000 379 with 99 6NZ. Question is should i over haul it as soon as i get it or run it. Seller says it had 500k on over haul but no paperwork. I just want pace of mind when on road. But whats the best over haul kit? I was told platinum kit can be anywhere from 12k-16k any links?

Dyno it, oil/coolant sample it. If those come back fine and it doesn't burn oil/coolant and the blowby isn't crazy just put it to work.
