I'm delivering a load to this army base in tobyhana,pa on Monday it's my first going to a military base so what should I expect?

Not a base, it's an depot. Security will check your truck out with sniffing dog and check to see if US citizen. Other than that your good to go.

Why would he have a warrant and not know about it?

If you are going onto a DoD base you can expect to be directed to an inspection area. They will inspect your truck inside (maybe) and under it. They might run you(depends on the mission of the post and availability of getting the data) on the NCIC. Most of the time these checks take a short time. Also be aware most DoD bases have Gates that are designed for this traffic. Call ahead if you have never been on post.

Have your current US drivers license ready. You will have to go inside the security office and get a pass. Fill out a form, they take your picture and answer stupid questions then your on your way.
If your not a US citizen, dont bother going in there. I've seen several of those foreigners setting there with loads on and cant get in to deliver. I've been asked several times and I always respond, NO I WILL NOT DRIVE YOUR TRUCK IN THERE TO UNLOAD IT FOR YOU! -
Must be lots of people that dont know cause I used to haul fuel into offutt AFB and they were always hauling people to jail from the gate there .
