cat 3406b hard starting

found this lititure , wow that not spelled right! but it tells me more of what both screws do

 

i realize it shoud be put on a proper tool at cat but any suggestions would be great, the truck just seems to run out of its power band sooner that it had befor,15-1600 befor it liked pullin to bout 18

 

ok bin to 2 closet cat dealers near me neither have a timing meter for this job! called another 2 cat dealers 1 being in ohio , they were clueless on the phone as to what i was after but are checking to see if tgey have the tool and going to call me back! dont sound promising, so i would like to do this myself because im not sure i trust anyone else to donit now at this point! would anyone know the meter i need or a link to buy one new or used? would a snapon lumi mag work?

this is the whoke deal 4 cat dealers, so far and no luck, i think it is close but wznt it checked and correct, ill just keep checking around, im wondering if pittsburgh power can do this? in the mean time my egts r normal but i want it correct!
