I got asked for my chains for the first time ever, and it was in OR. I told him my chains are inside the truck, and then he asked how many chains. I said 3 bags, and he let me go. Later I remembered I have 5 bags, but 2 are AutoSock.

Perhaps. Although your information doesn't state how many sets are required. You could argue that 6 sets is common sense. But as someone who has never put on chains, and has no intention on ever putting on chains, I thought the pile of chains in my cargo bin would suffice for inspection. Chains, officer? Yep, I got a whole pile of the sons-a-#####es right here. Who knew they would want to count how many sets I had on board? lol.

Yes I know. Still doesn't say how many sets are required in the rules you posted. But I've said it twice already and you just keep posting the same thing. Sigh. Getting tired.

Yes it does....
I'm not going to copy and paste the list of chains needed, they are in the link along with.....
Requirement to Carry Chains or Traction Tires
When chains or traction tires are required to be carried and the appropriate signs are posted, chains or traction tires of sufficient size and number to comply with division 17 rules must be in or on the vehicle. -
Download the ChainLaws app (by OOIDA). The app says 6 chains (3 sets) required in OR.
