Still, refusal to submit to a breathalyzer being equivalent to a an admission of guilt is bogus.
Suspension is not revocation either.
When a cop scoops a guy out of a wreck with falsified logs and clear evidence of negligent driving they still need to be able to make a case. Not rely on "here take a breathalyzer or admit to guilt."

I dont think the cop needs to worry about falsifying for the idjut. Laying the truck over with an open beer can seen in the cab doesnt take a rocket scientist (as well as smell of alcohol on breath) to figure out if the driver was OUI/DWI
