Hey, we all make mistakes. I make most of mine getting up every morning. This story might make you feel better. I asked a Virginia State Trooper at church this morning if he knew what that K meant? I even showed him this thread on my smartphone. He had no idea, BUT he said once he ran the CDL/CLP he would know if it was intrastate or not.

I must admit for a while I thought that too. I have not researched this, so right now I am only guessing. I think what has happened is a result of the Medical Card rules that begin to be enforced in 2014. This really started that intrastate thing. Just before I started this reply I looked at my old voided Virginia CDL and noticed it also had that K, I lost my medical and had it downgraded before losing it totally. I see the air brake thing is an L now. If this is the case as you stated the states have not updated their manuals. Q, Do you see a published date on that one?

7/2019 was the published date. FMCSR 383.153 was last updated in 2013, prior to that in 2011 and K and L was then as it is now. The manual prior to this one had the same thing. I even called them and they tried to argue that the manual was correct even though the FMCSRs said otherwise as did another location in the same manual.
Not to mention they put a restriction in the endorsement section. -
I self certified as Excepted Intrastate on my med card. So I have a "K" on my CDL and it means Intrastate only.

On a general note back to the OPs question. It's a clerk's mistake. It happens. This manual's containing errors is a topic where people can get a bit frustrated. In the end, you have two sources when it comes to licensing information. The state DMV website, and actually physically going there and asking.
