The above reply is correct, it's illegal for them to withhold pay for 21 days. The maximum is 15.
I would not give this information to the company... Keep it to yourself. Ignorance to the law is not an excuse and it will come in handy later.
Secondly, place a lien against the company. They can't report the trailer stolen and can't operate until they pay you or reach an agreement to pay. You should only accept this agreement in writing with signatures.
Thirdly, by the second excuse you should start by telling them you can't roll until you are payed and 1000% you should never EVER work for a company who doesn't have a fuel program, or full disclosure on ratecon information, especially if the "company" doesn't pay as soon as you turn in the paperwork or the immediate week following.
A word of advice? Carry hope in your heart and do not let it get into your head. WANT the best scenario but ALWAYS think the worst, sir... And prepare for the worst, not the best -
