Nothing about the driver doing the inspection. 396.13 claims the same thing. Here's the text. It doesn't. 396.11 does not say that the driver must perform the inspection. The guidance I shared does not say it, although it implies it. Please share the regulation that states "the driver must perform an inspection". You can't because it doesn't exist.
Here's 396.13. It does not say "the driver must inspect the truck". It says "must be satisfied the motor vehicle is in safe operating condition.
