    Replaced ac compressor pulley but pulley stops when I turn on ac or heat I'm going to try charging freon

    That's a bad compressor. It's locked up.

    Your compressor shouldn't come on with heat unless your using defroster.

    I'd disconnect electric plug at the compressor if need be. So you're not supplying power. Fix it when weather warns up

    Could it being low on freon cause it to bind

    NO, it could possibly be over charged, but that would only show up after it ran a few minutes, and a hose or something would usually blow before the compressor ever locked down.
    Like said your comp. is toast, unplug it so that the defroster doesn't try to make it come on, and burn the belt off.

    There should be a hi pressure switch that shuts the compressor off if pressure gets to hi.

    HOWEVER, Freon contracts in the cold. So even if it was overcharged for summer. It won't be overcharged in the cold.

    Course, I have no idea if you're down by mexico or up by canada.

    But if the compressor won't spin. You're wasting your time adding freon cuz you're just going to have to pull it back out to replace the compressor.

    If the compressor isn't spinning. It isn't spinning. And the only cure. Is replacement.
    Add freon after replacement.

    If the compressor won't spin, you might be able to get a little freon in it , but can't charge it even if you wanted to.
