Well after talking to Nebr.DMV they told me I was ok with the authority I have to run intrastate also in Nebraska,I'm not real confident though.I can just picture me telling the DOT officer,but they told me I was OK!. I might call a permit service and asked them because the manual states that I should have a intrastate permit also the way I read it.

I don't see why any state should require a motor carrier to have state or intrastate authority if you have federal motor carrier authority. The exception would be if the only freight you ever hauled would be within that particular state. Texas authority (TXDOT) is almost as expensive at FCSA authority. I think that Texas costs $200 and California runs about $150. Federal authority costs $300. You could spend a lot of money getting state authority in several states. I don't believe that I have ever been asked about intrastate authority by any state. Of course, it is rare for me to haul anything intrastate, however I used to haul some intrastate freight in Texas. I also had Texas authority. These days, they could probably very easily check online without even asking.

No that is not what he is asking. You can be apportioned to haul a load to all states but if you pick up and deliver a load without leaving a state that is not interstate commerce and your interstate MC number does not cover it. The individual states govern freight that originates and terminates in their state and thus may require you to get intrastate authority in their state. I have intrastate authority in my home state of Texas but not anywhere else. -
The first time I got into this was when I was getting my insurance,I told my agent I would be mostly hauling in Nebraska,Iowa, Missouri and Kansas so they adjusted my insurance accordingly.I then got a call from my agent who told me I had no authority to operate in Missouri.I told them I have authority to operate in all 48 states,The insurance company said they sent a insurance confirmation statement to Missouri and were told I was not on file there.I called Missouri DOT and they said I was not on file to operate intrastate in Missouri but I could interstate.The DOT said my insurance company must have been looking at they're intrastate authority list.
