DD13 wont do a nox efficiency test

Hi everyone first off I want to say thanks' to everyone's comment's the good the bad and the ok. First time posting on this forum so here I go. I manage my brothers shop we run around 50 power units and 300+ trailers our prime haul is from field to carrot packing shed. I have a 2014 dd13 Freightliner CORONADO, came in with intake manifold pressure, engine exhaust nox1, aftertreatment exhaust fluid pump 1 motor speed, and SCR operator inducement severity. Went into 5 MPH DERATE. We changed the def pump, intake manifold pres sensor, inlet/outlet nox sensor and def doser. Regens no codes except the derate. Cant do a nox effeciency test and truck is stuck on 5mph derate. Any suggestions ???
