DD60 Issues, Looking to Isolate Main Issue and work from there

Hello, so I basically have another truck thats having the following issues:

1. Fuel is not filling up in the primary fuel filter.
2. Engine stalled after 2-3 minutes if left sitting for to long.
3. Ether does not seem to work if the batteries are not fully charged, engine will almost crank and then stops. (This was partially solved as the batteries are now hooked up to the maintainer while the alternator is offline) but I'm afraid if I use more ether I'm going to brick the engine, but I'm told this is the only way to start the engine.

Anyone have any idea?

 

I did retighten it, now the only issue is trying to get it to start. I refilled the main fuel filter with fuel.
