No sir. I’d be happy to read it if you can show me anywhere in the manual where it talks about law enforcement procedures. That would be more along the lines of law enforcement academy, I was studying for a CDL.

For the record I don't think any cop can legally stop any kind of vehicle just to look. However back in realville where most of us live good luck proving that in court. A DOT cop can say I heard air leaking. I thought I saw a flat tire etc etc. Most all police officers that work traffic have studied how to do this in classrooms. Swerving is a favorite stopping excuse. Like I said it is not right but they do it. Except it and act accordingly.

Police Officers have procedures and rules to follow. I am not an Attorney but i am not sure they are supposed to be allowed to legally just stop a vehicle just to go take a look. However for as long as I can remember DOT has been stopping CMVs for §350 purposes. However no matter if is is proper or not. You are going to lose that argument even if illegal unless you happen to get the officer on tape admitting it.
