just starting up my own hotshot business I have a usdot number, mc number, operating authority and commercial insurance. In the process of getting my irp plates and ifta but was just told that some states require a separate dot number? Specifically TX is who told me that I would have to register my LLC with them and pay another $800??? Is this correct?

Hum... let me ponder on that a minute.
Here is this DOT, a Federal Agency in charge of ALL trucking American and how in world do you get 50 different DOT's pray tell? One per State?

Each state DOES have generally a Commercial Vehicle Enforcement Board. Or something of that nature for themselves. Call each state you are interested in running within and find out (Write it down by State) what they want from you, your truck etc.
When you understand you have Uncle Sam happy, each of your states you intend to run in happy and all is taken care of, go forth and drive. Be well. -
The answer is maybe. What they are most likely referring to is registration for intrastate movement. Some states like TX, CA, NM, PA and OH among others have special registration through their public utility commission or similar agency. Usually your Unified Carrier Registration (UCR) covers this -unless you have a domicile (physical presence) in one of the states with their own operating authority, then you would need to register with them as well if you do any in-state only work.
If you are doing only interstate work then you only need the US DOT and MC number, file UCR and obtain IFTA and IRP plates. Below are links to three of the most common intrastate authority states websites. There are many more that you need to be aware of.
