speaking of water intrusion... is your ECM case cracked? The housing is aluminium, and the bolts are steel. I was lucky, and was able to take the ECM apart and seal the cover with JBweld. I found my damage simply by running my fingers along the lower corners of the case.
My Cummins tech also recommended carefully pulling/ cleaning the ECM connectors with good electrical cleaner and checking the thin O-rings around each.
