RF settings are a personal preference... to help your issue, you may try turning squelch off, and set RF gain at a noise level you can tolerate, then adjust squelch just above that setting.

Keep the RF power all the way up unless you're running a small 2 pill amp, in which you'll use the RF power to drop the carrier so it doesn't pop the pills.

RF gain only adjusts the sensitivity of received signals on the radio. I run mine wide open but if you only want to hear the truck next to you, then drop it down.

Squelch sets the threshold of signals getting thru. Adjust it to you hear no more white noise.

Keep in mind CB radios are mostly AM, and are very suceptible to picking up interference from electric fuel pumps, ignition systems, neon lamps, fluorescent lamps, lightning strikes, skywave propagation (aka "skip")....so you may find yourself readjusting the squelch quite often under these circumstances.
