Let me add, that is the reason I purchased a dash cam yesterday.I believe a Judge might agree with my actions, if he saw what I saw. Cameras do not lie, and I figure it was a cheap investment.

technically, the shoulder should be considered "off limits" and if you must be in the travel lane below the minimum posted speed to avoid rear-ending another vehicle, truck on. But just know, if push came to shove in a situation/place you mention, and the CMV police decided to run you down as a possible scale runner, there is probably a camera looking at the ramp so be sure of your judgement. But it would be really hard for them to make a case in court even in the best of circumstances in their favor so they would probably not run you down if the scale was even close to "busy"

Only place I ever got rundown for running the scale was in NC going up 85 one night. It was so foggy you couldn't even see the end of your hood and I bypassed that one they had up around the 77 mm. It was a small one anyway but I never did see it. That was back before they had prepass or even lighted signs. I sure saw those blue lights when they came out of the scale though!LOL

I have been to your fair hamlet...couple of years ago, I delivered to a discount grocery store there. Really nice people...did a little shopping while I was there.
But yes....as drivers, PA is right up there with the most aggressive. -
I ran an open scale ONE TIME around 03:00 in the morning in NC on 95 in the mid 80's. I was dead tired and simply blew it. They stopped me, had me come back and saw my weight and papers was good, but did write me a ticket for failure to obey a sign or something like that. But since, I have ran by numerous open scales that were busy and backed up and even gotten a red pre-pass, but never have I been run down so I don't sweat trucking on if they are truly backed up to or past the beginning of the deceleration lane.

I have blown by full ramps more than once and never been run down. I've also pulled in when the sign said open only to find no one there. What's up with that.
