How does this make sense?

    Your 14 counts the time from when you started your day after your last 10 hour break. All time, including sleeper and off-duty (with the exception of 8 hours or more of consecutive sleeper time) counts against your 14.

    Your 70 only keeps track of your line 3 and 4, not lines 1 or 2.

    This is why those 2 numbers aren't the same in this instance.
