Your going to have to find out the exact wording what ever office is using as an excuse as to why you cant move forward with employment.
When I was trying to get my TSA clearance for my hazmat endorsement. It was actually because my father hadnt put his signature on the birth certificate (requiired in NJ at the time). Mom had put his name in print and said she would get him there when he wasnt working. All sorts of fun to get that resolved.
