    Not too bad.

    A good welder will hammer that out and bead it shut.

    And a plate welded over and under it so that if someone did slam into it you did your best to make sure that it is not a dangerous sharp instrument that will chop and hack in addition to taking the driver who ran into it's head off.

    I would say, as long as there is a physical connection between the two pieces and not completely broken into, it would pass.
