Terrorists use money, so having that much means you must be a terrorist. I see no law anywhere saying you HAVE to use a bank, and while it's really stupid to carry that kind of cash around with you (especially considering the dollar is depreciating and you'd be better off investing), I think confiscating the cash and arresting the guy carrying it is overboard unless they have reason to believe it was made illegally--a reason other than just having lots of cash.

It is one of the things that homeland security and patriot act have done to your rights. Possession of such somes of money is automatically a crime.
I do question the actual amount of money and the purpose, but they also always are asking if you have over 10,000 dollars in cash. This was the result of laws in the 80's and now is being used as part of enforcement. -

Any transactions $10,000 and over done by cash must be reported. In reality, most financial institutions report cash transactions of $5,000-$8,000, or more ... they just don't tell their customers that.
Homeland security regularly confiscates cash under the guise of fighting terrorism (something about guilty until proven innocent). Here was an incident from last year:
