A lot of the car haulers here in FL do intrastate because FL & car hauling insurance is very expensive so they just work the local dealers, auctions and ports. I'd say there is only a handful of states you could make intrastate hotshot work though..
Honestly though right now I wouldn't be trying to get into this business as a new authority. There is not a lot of loads getting posted and what is the bulk is very,very low rates.. You sometimes see the unicorn load paying very well but those are usually snapped up before you can dial the broker's number..
If it were me.. right now and I was looking to get into trucking I'd go work for one the the big trucking companies for the next year and not risk my own money in a very unstable market..
