In most cases.. yes. They cannot verify all the doctors in the country are doing what they are supposed to so they use fewer sources that they can keep track of and who meet their standards.

UMMM ... then what the heck is this idea that there has to be a national register with doctors "qualifying" to give DOT exams all about?
One of the things that the FMCSA could do to help us since they forced us to be like pilots is to have these carriers accept a valid DOT physical that has at least 6 months left on it, circumventing the horrors of dealing with a company doctor and their stifer BS requirements. -
Cannot VERIFY.. as in.. wont spend the money or take the chances.. its dumb to trust these days.. sending people to a clinic and or doctor that they use locally makes more sense.

Any company can require you to do what they want as long as it does not violate the law. a lot of companies these days want you to use their doctor for legal reasons. They can set their standards higher than what DOT says, an example would be sleep apnea follow-ups based only on your neck size, BMI. You should inquire before you sign on with an outfit. It all matters these days, do your research before you decide on one company or the other

If you're basing this solely on regulations, then you can go to whichever doctor you please.
If you're considered an employee, then you'll need to go to the doctor of their choosing.
If you're an independent contractor, they can't control what doctor you go to.
