What they should do is follow the procedures laid out in 391.23 (c) (3).
(3) Prospective employers should report failures of previous employers to respond to an investigation to the FMCSA and use the complaint procedures specified at §386.12 of this subchapter. Keep a copy of the reports in the driver investigation history file as part of documenting a good faith effort to obtain the required information.
It's a no-brainer that some carriers are out of business. Checks with these carriers are dubious at best. I have seen this process at work and it is a great way for a carrier to CYA. Let's give an example. EZ hauling won't reply to ACE hauling's request for employment data to satisfy 391.51 because they are in the same city and the owners hate each other. (this crap happens a lot). So Ace contacts the proper FMCSA service center using 386.12 and waits. At some point that service center will write a letter/email to Ace and they will take that letter/email and place it in said driver's DQF. This is key and I think @brian991219 will back me up. A carrier can't just say oh well we tried and leave this information out of the DQF. They have to document a good faith effort. That letter or in some cases a copy of an email placed in the DQF will keep the FMCSA auditors happy.

M, correct as usual. The prospective employer needs to document three good faith attempts to verify previous employment and gaps in employment. For a new driver, with no previous DOT regulated employment only rhe immediate past three years is important although company policy at most megas requires 10 years across the board.
The OP.may be best off just getting any driving job then switch to a more desirable company once he has some employment history to document. -
I have always heard it was documented two attempts. The first being the direct request failing that contact the closest FMCSA Service Center. This is VERY important with out-of-business carriers. I know the Atlanta Service Center had to do this a lot after Arrow went belly up. To this day I don't know if any of the Arrow DQFs survived.brian991219 Thanks this.

What the heck is a self care giver?
If I was processing apps the part that says 8 years as a self care giver would make me very suspicious -
In home health assistant. Essentially a non medically licensed individual who helps people who can't live in their own, but families won't place them in assisted living.The Crossword Trucker and Simple Man1963 Thank this.
