Hoping someone can help.
I have a 2015 Peterbilt 389 with Paccar mx13 that will not build boost past 19 psi..
When I start the truck the exhaust is clean....
When i leave the yard the exhaust stays clean until i hit high gears and the engine is asking for torque.... once that happens the boost gets pinned at 19psi and it starts smoking like crazy.
Limp back home and no smoke.
I Opened the turbo and found fins broken so i swapped the turbo and the actuator for a brand new one and took it for a test drive and its doing the exact same thing.
Any help would be greatly appreciated.

Check the EGR valve actuators. They got sticky on mine and wouldnt open all the way and i had to get it cleaned to unbork the problem. Also if the EGR has not been cleaned in a while have it pulled, cleaned and inspected as a whole. Lastly have your system tested for leaks. Sometimes the metal elbows or even hoses wear out and crack.

Start with engine management EGR/ cleaning. Boost sensor, before and after bpv pressure sensors are all common to plug with soot.

Sounds deleted??? Those tend to plug the exhaust pressure sensor before turbine tube.
