    I did not find anything about location change of truck that will trigger drive mode in regulation.

    That's far from the only criteria for pc. While there are no regs stating specifically, there is guidance for pc and only 2 uses are allowed. ELD's will not change that.
    1. to/from terminal and home. (not dispatched)
    2. to/from hotel to restaurant "in area"

    Some officers will allow more, some not.

    I know if I let my truck coast down my driveway with the key on but truck not running and it goes over 5 miles an hour it will go into drive mode.

    can you imagine if instead of truck ecm gps would determine if the truck was moved. that would be disaster :)

    at the last dot meeting I had I asked about pc and the officer said if I am off duty and not under dispatch that I can drive as much as I want wherever I want.

    So that single officer will allow it. Good. Now to convince to other 100,000 officer and scale masters to allow it.... I even said some officers will take that. The point is, they don't have to.
