Will dot number be active when i apply on FMCSA for a cargo van not crossing a state line ?
Or the dot number will be activated though a insurance company ?

DOT number doesn't needs activation.
MC Authority does.
Need proof? Check on DOT number 3717174. Carrier status "Active." No MC number. Legal Name? None.
That's my personal DOT number. My state's DMV software won't allow the renewal of any vehicle over 14,000 GVWR without an active USDOT number in the system. I personally own a class 6 flatbed truck to move my skid steer to the shop and haul my toys around.
As for a cargo van? You don't even need a USDOT number if you remain below 10,000 GVWR and do not haul HAZMAT. I never had one for my expediting company, only a business license in the locality where I was at the time. 3 vans, 3 drivers, no USDOT, no problem. -
depending on the state, there may be a requirement for a commercial vehicle to have a dot number regardless of gross weight.

Nothing needed. Drive in, drive out. Remember to get fuel before getting there and only enough while there to get 100 miles away from the state line to refuel again. You aren't subject to IFTA, so you won't have to make up for the stupid-high road tax you didn't pay to them. you can also bypass all scales there in a van or pickup (if the pickup has a flat bed, hauler bed, or no bed, however, they are required to stop).
I had a modified Sprinter that could go upward of 800 miles on a tank. That was enough to top off in Ehrenburg, AZ (whether I needed fuel or not), make deliveries in Van Nuys, pickup another load in Wilmington, and the drive all the way back to Goodyear, AZ for cheaper fuel. Rarely did I ever purchase fuel in CA, and if I did, it was only enough to get out of the state. -
