I was considering taking a load into Quebec. But I heard not too long ago that you need specific authority to run in Quebec and to register with their transportation board. I also recently heard Ontario requires some type of authority or registration as well?
It was my understanding that having a cab card with those provinces listed and having my NSC # was all I needed to run anywhere in Canada. I wanted to ask on here to clarify the situation because I know that Ontario and especially Quebec sometimes don't want to play the same as the rest of Canada on some things. Just want to make sure I'm staying legal.

Commercial vehicle operator's registration (CVOR)
Operators that need a CVOR certificate
Vehicles plated in other Canadian provinces or territories don't need a CVOR certificate. They require a safety fitness certificate from the province or territory in which the vehicle is plated.
Operators that don't need a CVOR certificate

- truck or buses plated in another Canadian province or territory

Only owners or operators of heavy vehicles registered in Québec and Americans are required to be registered in the Commission’s register. Other carriers must register with their respective administration and their attestation of registration is sufficient to allow them to put a heavy vehicle into operation in Québec, provided that this registration remains valid.

Summary: as a Canadian operator, you are good to go to any Canadian province with your valid federal Safety Fitness Certificate/CVOR from your home province (plus you have to get a BC Financial Responsibility Number to go to BC).

I had to register in Quebec years ago and get an annual form sent by them yearly to renew the registration. Even have a QC number that goes on the tractor so when you hit a scale they can enter it and give you the green light.

No such thing as Operating Authority unless you run busses - passengers. All you need is your National Safety Code document and you don't get that without all your ducks in a row. Cab Cards are good for all Provinces and all States in the USA effective this year for new entrants.

Need Quebec NIR# ? I thought everyone going to Quebec had to have this number? Mine renews every November I think ...

That where I was confused. So you DO need more than just NSC# to run into Quebec?
I looked at their website and it said:
