Some trucks will start to naturally lean to the right due to crown and the curbside being the rougher side of roads so flipping those spring blocks compensates for that. If the truck was sitting up straight it may lean to one side after you install them that way. If so flip it the way it was on the old one.

I’ve never seen mismatched springs like that. Maybe someone’s bright idea. Either way, it broke. I’ve seen a 1” shim one 1 side before, on a brand new 97ish Peterbilt. I’ve replaced only 1 in the past on a 7 yr old Truck. Old spring was just as strong as new one. I’d want them to match, and if needed, put the new one on the low side, if any. Seems the passengers side if any would be the weaker of the two, due to engine torquing/ twist, otherwise a shim, if needed. Reminds Me of old superstick race car springs, extra leaf on right side. Maybe it’s original? Never saw that.

Look closely and you can see multiple layers of paint on the broken side u-bolts.
More that likely the curb side broke. It was replaced with a new one. Uh oh...…..she not level no mo????

Man, that’s a nice looking Truck. I wouldn’t bother changing the other one out, all the weights been riding on the weak spring for so long anyway. The shims are equal and it’s level. Better than a lot of brand new Trucks. Often shims aren’t equal, due to frames being a little twisted on brand new Trucks. It’s perfect now. Your Truck, but really no need to change the other side. The springs obviously good.
