    Is the Shipper responsible for providing placards or is it the responsibility of the chemical manufacturer at time of loading?

    I've always thought it is the manufacturer who is required to supply the placards.

    Wouldn’t the chemical manufacturer/loader also be the shipper?

    If you pick up a trailer that is HAZMAT, it is the responsibility of the shipper to provide at least 4 placards for the load. Shipper is whomever you are picking the trailer up from. So even if it's a 3PL, it doesn't matter. They are to provide the proper placards at the time of you assuming responsibility.

    If they will not, then don't take the load. Plain and simple. Don't set yourself up for failure.

    I have picked up a trailer as a second driver and it becomes my responsibility to have the proper placards. if they are not left for me. But then that is why I keep a set of 5 for everything I have hauled before. So yes my placard pile is about 4 inches thick. :p

    Manufacturer is the Shipper, trucking company is the carrier and the end user/customer is the receiver, correct?

    You are 100% correct
    (anyone "saving" placards... A bit of advice. .. keep them in a folder or box, reason being, if you get in a wreck hauling hazmat, you really don't want 50 different kinds of placards flying around the scene.)

    Don't let a DOT inspector see the placard collection, they don't like extra's laying around...

    I've never had any of them say anything about mine and I have a library's worth of them.

    I've seen guys written up and a bunch of guys with libraries. I think the write-up I remember was in CT. those guys will write anything!

    I knew a guy had to have been a smart ### after 1.5 hours to find one violation; washer juice was empty.

    I know that I signed the report and sent it back with a smile and I even remember the driver's name...had to be in '90 or '91

    Our tankers carry a variety of spare placards neatly stowed under the passenger's seat in a big plastic envelope.
    It's never been an issue and we run California most of the time.
    The shipper is supposed to furnish the placards but we find it's less trouble just to order them ourselves.

    Mine was similar, I had a pouch with multiple pockets and I had them according to hazard class. I kept 1 or 2 of the most common I used, but if it was an odd one, I'd keep all of them. Those seemed to be the most PITA cases, because either that would be the ones I would lose or the shipper 'would be out'

    Then the no you cant load that product in my tank if you dont have the placards for it. And no, I cant use a placard that's similar, that's what the UN numbers on it are for..
