Why do you keep quoting regs when you are clueless about them?

No it's not everytime a wreck happens.
It's for a fatality.
It's also for any wreck a vehicle is disabled (towed) and a citation is issued.
It's also for when there is a wreck, someone goes to the hospital and a citation is issued.
