What is the official rule per FMCSA regarding how hours are recapped? Some ELD manufacturers recap their hours according to how you used them 8 days prior. (If you started at 0700 on 1st day, then your recap begins at 0700 on the 9th day, minute per minute. )
Others, recap at midnight, end of the 8th day, you receive all your hours at once that was used the 1st day.

Which way is correct, and how does FMCSA explain it?

Far as I know all of them recap at midnight the time you started 8 days ago has no bearing on recap hours.....if you used 8.5 hours last Tuesday, on the following Wednesday at midnight you would gain 8.5 back on your 70...

Recap hours, if you have any, become available after midnight. That doesn't mean you have to start driving then, but you may.

Quick little detail. The midnight referred to that recap hours become available is in the time zone for your home terminal or wherever you are officially dispatched from. So, depending on where you are verse what time zone your home terminal is in, the effective time you get back recaps may not be midnight at your specific location. It will be at midnight at your home terminal location.
Probably not necessary, but, thought it might be beneficial to point that minor but important detail out.

Keep in mind that your 70 hours in 8 days is a rolling block of time. The only hours that count are the hours worked in the last 8 days.
