UCR Base state

    Hello I'm filling my UCR for the 1st time and it's telling me that my office is not in a base state. So i have to choose the closest state, so my question is what will i be obligated to chosen another state as my base state??

    Says once i select a state, i cannot change it. Unless my principal address changes. So i need to be sure before selecting.
