Weird problem

Ok I have an 07 detroit 14l freight liner 580k My turbo just seems to sound different, A few months ago I had to have my boost sensor replaced. They said I also had codes of vanes not responding correctly or something to that nature. Im assuming thats my turbo issue. I believe you can't "fix" the vanes, you just will need a turbo(Its under warranty). So here is issue.

While driving Ill come to a hill, truck pulls fine until it falls below 1400 rpms and then kinda just goes down. If Im pulling the hill and its a steady grade, as soon as I hit 1400 rpms going up, it just kinda like the turbo starts working good and Im pulling hill good!!!!

I have no codes gonna take it to freight liner within 2 weeks but just wondering if anyone has any suggestions or dealt with this...
