To back up the previous answer of "no" it is not illegal. Below is the Q&A from the DOT website with the exact question.

Question 12: May a driver use "white-out" liquid paper to correct a record of duty status entry?
Guidance: Any method of correction would be acceptable so long as it does not negate the obligation of the driver to certify by his or her signature that all entries were made by the driver and are true and correct.

Oh I thought you was saying he could use it. That's ok, many drivers believe it's illegal to use it and many companies believe it's illegal to use it. I read the book one day and found out the truth

Use the tape, not the liquid.
It makes for a much neater correction. And no mess.
I keep multiple rolls on my truck at all times. -
I always liked the pen white outs better, however whatever you are comfortable with is what counts
