I don't understand this reasoning. Of course you won't get a bypass if you don't have a prepass. What's your point? Good CSA score, plus Prepass = bypass. It's a product that you voluntarily choose to pay for. What they do with the money after does not concern me in the least.

Point is this is another sneaky way for the govt to TAX you on a service that should be free to everyone with a roadside electric sign.

Maybe I missed it in this discussion but heads up for those of us with Pre pass, the state of Georgia has decided they are better than anyone else and has suspended all 3rd party clearing devices, wonder how much their state system is going to cost, I can see it now, in 5 years I will have 13 pre pass monitors glued to my windshield for the states I run in most and will then get a ticket for obstruction of vision,,,some days you just can't win!

Service Notification for the State of Georgia

At HELP Inc., we are continually working to improve highway safety and efficiency through our products and services, including PrePass weigh station bypass. For 25 years, we have worked successfully with many states in the deployment of PrePass infrastructure and services at no cost to participating states and at minimal cost to our more than 57,000 fleet customers.
However, following major construction of weigh-in-motion scales by the state of Georgia, the Department of Transportation (GDOT) and Georgia Department of Public Safety (GDPS) have elected to provide only a state-run truck screening system from now on. The State recently notified both HELP and Drivewyze that Georgia will no longer offer any third party pre-clearance choices, but instead have opted for a government-owned system.
We apologize for any inconvenience or loss of freight efficiency this may cause your company and drivers. If you have any questions about the State’s decision, or concerns about your bypassing within Georgia, we recommend you contact GDOT at (404) 631-1990 or GDPS at the Motor Carrier Compliance Division (MCCD) at (706) 935-5268. If you have any questions or concerns about your PrePass account, please contact us at (800) 773-7277.
In the meantime, we are pleased to notify our customers of new bypass opportunities at 44 sites within the NORPASS and Oregon Green Light systems through our new partnership with Washington and Oregon departments of transportation.
