You are more likely to have an injector pass threw connector have an open, than a piston cooling nozzle break, and you would never know when one breaks untill the piston fails.
When they break it is not like they leak externally, or a light flashes.
What ever makes you feel secure, that is great, but if I was doing an engine overhaul and replaced everything that might go bad in the future, what would be left?
You replace what is damaged and worn, not what you think may have a problem, that would add thousands to the repair, and you would not have many customers. -
I always replace them. Cheap insurance, because they will break.

I have an 88 Peterbilt 379 with a Cummins Big Cam 444 and yes piston cooling nozzles do break and a sign that they are broken or clogged is oil leaking from them down the side of the block.
